As we look forward to 2013, we at the Apartment Association, California Southern Cities want to thank you for your partnership with us. Together we have defeated detrimental legislation against our industry. We have provided our 19th annual free SourceBook, seven excellent seminars each for the membership and MSC and PSC members, successfully sponsored our sixth golf tournament and our 44th Annual Trade Show.

We know renting to qualified tenants is your life blood and we have provided more than 31,000 quality credit/eviction checks for you at the lowest price available this year. When you have rental questions we have been there for you, too -answering more than 300 inquiries each month. Our robust website has given you access to frequently asked questions, legislative updates and free forms.

On the education front, we have sponsored more than 42 seminars on various aspects of property management for you and the people who work for you. From fair housing and marketing to legal and apartment economics, the Association has provided unexcelled and reasonably priced training. It is imperative that this training is available because it is your insurance against cities blaming our members for "bad landlord" activities.

Through the vigilant attention and ten acious efforts by the political arm of the Apartment Association, California Southern Cities, we have again protected your assets to the tune of thousands and thousands of dollars in defeating proposed fees, taxes and fines at the local, state and federal levels this year.

Locally, we have supported non-smoking ordinances which saves you an AVERAGE of $4,000 in maintenance costs upon EVERY unit turnover of a smoker. We saved owners an annual average of $180 per building in proposed fire fees. Nationally, through your membership in the National Apartment Association and the National Multi-Housing Council, the savings on proposed taxes is beyond computation.

At the state level we defeated or moderated 89 of the 90 anti-landlord bills. Some examples include:

  • Sen. Lowenthal proposed a required upgrade on all smoke alarms. This would have cost you an average of $100 PER UNIT.
  • Our lobbyist's revision of SB1055 (Lieu) will save penalties on EFT of $1200 (average) per occurrence and will allow UDs to be filed for insuf ficient fund transfers when EFTs are accepted.
  • We killed SB1726 in committee which would have required owners with pools to hire, train and maintain a qualified pool operator at an annual cost of $3,600.
  • AB1925 (Ma) would have required a $275 per day relocation payment for owners in rent-controlled cities when tent ing or repairing buildings if tenants must move out. This was nearly a 450 percent increase over today's $50 per day charge. The bill was passed but is ONLY applicable in San Francisco.
  • AB2521 (Blumenfield) increased the value of abandoned property from $300 to $700 before an auctioneer is required. This improvement in the abandonment statutes will save you more than $600 in advertising, removal and storage costs per occurrence.

Next year's plans call for presenting our seventh annual golf tournament on April 22nd at the SeaCliff Country Club and a great tradeshow September 12th at the Long Beach Convention Center. Plus, we will present numerous networking and educational oppor tunities for all AACSC members.
